Development of possible models of extended producer responsibility for textiles

October 2023, a study commissoned by the German Federal Environment Agency give insights about possible implementation of future EPR framework for textiles in Germany


The EU Textile Strategy published in March 2022 foresees that producers should assume responsibility for their products along the entire value chain. Against this background, EU regulations on Extended Producer Responsibility (EPR) for textiles are to be harmonised and anchored in the amendment of the Waste Framework Directive. In this current research project, framework conditions for an Extended Producer Responsibility (defined in the German Circular Economy Act as product responsibility) will be analysed, definitions for the term „textiles“ developed and possible EPR-models for the implementation of a corresponding system elaborated and evaluated. This includes:

  • Analysis of the basic framework in Germany with regard to the introduction of an ExtendedProducer Responsibility for textiles,
  • Definition of „textiles“ and application areas for textiles from private households and from other areas of origin,
  • Analysis of the objectives, the basic principles and the framework conditions relevant for an EPR,
  • Development and analysis of different EPR-models in Germany as well as the preparation of criteria for the evaluation of these models,
  • Evaluation of the different EPR-models on the basis of the previously defined criteria, as well as the formulation of recommendations for action.
